Luc Bessette
Founder
A bachelor in biophysics from l’Université de Montréal and a graduate in family care, Luc Bessette prioritizes a personalized approach to medicine.
Passionate about science, he is also an inventor of new technological applications in health information management. In this capacity, he has filed several Canadian and American patents.
In 2018, the Federal Court ruled in its favor in an action for infringement and inducement to infringe against the Ministère de la Santé du Québec and the Régie de l’Assurance-Maladie du Québec in the context of the deployment of the Dossier Santé Québec. A settlement to the satisfaction of all parties has now been reached.
This resolution now gives us the freedom to commit ourselves to the development of new software tools in the service of health, and to the reappropriation by individuals of their own health processes.
Yves Le Borgne
Founder
Yves Le Borgne is a high-level solutions architect. A graduate in electrical engineering from McGill University, Mr. Le Borgne has been dedicated since 2005 to the development of applications and technological processes in the health sector.
For nearly 20 years now, Yves has focused on the meticulous development of information technologies for the healthcare sector: custom-made applications, reshaped processes, reactive systems, etc. Within DSE Portable, his in-depth knowledge, logical analyses, and renowned creativity contribute significantly to the continuous advancement of our mission.
Manuel Daniel
Principal architect
Manuel has over 15 years of experience in software development. He has worked in the telecommunications, e-commerce, healthcare, and financial industries.
His experience is mainly in developing the architecture and functionality of the main server.
He masters multiple languages and systems. He distinguishes himself in his ability to manage small agile teams, solving problems with original solutions while working to improve system performance by refining functional and elegant code.
In DSE Portable, he has found a project he is passionate about and where he can do what he loves most.
Isabelle Combe
Director
Isabelle joined the DSE Portable team in December 2022. With 20 years of experience supporting companies in their management, operations, and development in the Canadian and international markets, she leverages her skills.
She holds a double master’s degree in business administration and economic development. Rigorous, professional and passionate about entrepreneurs, she is an asset in steering business development. Previously, she was General Manager of the Canadian office of Altios, a consulting firm specializing in international business development. Previously, she was Corporate Account Manager at the National Bank of Canada.
Vinay Kumar Thapa
Senior Mobile Application Developer
Vinay has over 4 years of experience as a software engineer specializing in iOS, and he brings a comprehensive skill set to the company. Although he has worked in the development of back-end solutions.
Vinay’s real passion is mobile application development. Knowing that his work has an impact on people’s lives fuels his enthusiasm.
In his previous jobs, Vinay not only shone with his skills, but also helped companies achieve important milestones. Indeed, he has developed and delivered mobile applications with over a million downloads and 4-star ratings on the App Store.
Vinay is a proud graduate of the University of Windsor, where he earned his master’s degree in computer engineering with a 4/4 average in all semesters.
Her main motivation for working on the DSE Portable team is to contribute to projects that improve people’s lives.
Guillermo Moreno
